Remember that the Continuing Professional Development requirements are in place in addition to accreditation requirements. The deadline for the 5-year cycle for recertification credits is December 31, 2009 and the deadline for candidates completing the educational requirements for accreditation is 6 years from the date of candidacy. For candidate members who have completed the required courses and now meet the Junior or Accredited membership requirements, please complete the membership change form and include a copy of your transcripts.

CPD Deadline

The Assessment Appraisers Act and The Assessment Appraisers Regulations were proclaimed into law as of November 1, 2002.  Under section 14(2)(i) of the legislation, the SAAA has set standards for continuing education under the Continuing Professional Development (CPD) Program.  Although every designated member has, at some time, completed a rigorous education program to achieve the use of the MAAS or MRAAS designation, the  real estate market and assessment industry is constantly changing.   It is incumbent on the SAAA to ensure that its members keep abreast of the skills required to meet the challenge of such changes. Under the mandatory Continuing Professional Development program, candidate, junior and accredited members must meet requirements every five years in order to remain members in good standing.

All candidate, junior and accredited members are required obtain 12 credits on a year-over-year average for a total of 60 credits over the 5-year recertification cycle. Those who have been members of the Association for less than five years will be expected to complete a commensurate number of credits. Attendance at and completion of an Appraisal Standards seminar, offered by either the AIC or the IAAO, is mandatory once every five years.  The credits will be audited and findings may be reported to the Professional Conduct Committee.  Any member who has failed to complete the 60 credits, including the mandatory Standards Seminar, will be suspended from membership subject to an appeal.  Further information on the CPD program may be found at http://www.saskassessmentappraiser.com/CPD.asp

*Note: All Candidate members who joined the SAAA after January 1, 2008, are exempt from the requirement to take the Standards Seminar for the 2005 – 2009 CPD cycle.

Please update your CPD credits by December 31, 2009.  A Professional Development Credit is defined as one hour of organised learning on a subject that advances the knowledge or skills of professionals working with the principles of value related to real property. Three types of credits are available: required, guaranteed and un-guaranteed credits. Up to a prescribed amount of credits may also be claimed for courses, demonstration reports, authoring, mentoring, teaching, tutoring and volunteering.

You are responsible to enter your own CPD credits. It is the individual member’s responsibility to keep appropriate proof of attendance such as receipts, certificates of attendance/completion, notification of marks, and a published description of the events that specify how the claimed hours were employed. Members are required to retain this documentation for a period of five years following the cycle. Such material will be required when the member is audited.  Commencing by year 5 of the cycle, 20% of the members will be randomly audited each year and asked for verification of credits posted. Any activity reported may not be recognised unless there is sufficient supporting information.

What is an acceptable credit?

A qualifying hour for credit includes a broad range of fundamental skills, specialty skills, leadership/business course.  Examples of the courses are included under page 3 of the CPD Program.  Other acceptable credits include reports, authoring, mentoring, teaching, tutoring, and volunteering.  The standard hours for the core classes in our curriculum are:

UBC - Certificate in Real Property Assessment

                  - Busi 121 - Foundations of Real Estate Mathematics  (39 hours)

                  - Busi 330 - Foundations of Real Estate Appraisal (39 hours)

                  - Busi 344 - Statistical and Computer Applications in Valuation (39 hours)

                  - Busi 443 - Real Property Assessment Administration (39 hours)

                  - Busi 444 - Computer Assisted Mass Appraisal (39 hours)

 

LG - Local Government (statute law) (25 hours)

 

RP - Real Property Assessment - local content (25 hours)

 

Microeconomics - no specific institute listed (39 hours)

 

Income valuation - either Busi 331 from UBC (39 hours) or IAAO 102 and 112 (30 hours each)
